Julian Charvat MAPM was born in Alexandria, Scotland in 1971 to a Service family (RN). Moving to Fareham, England pre-school he was educated in Fareham to A-level and attended the now Anglia Ruskin University graduating with a BA (Hons) in Modern History in 1992.

Having joined the Cambridge University Officer Training Corps in 1991 he joined the regular Army in 1992 in preparation of attending Sandhurst in 1993. He commissioned into the Adjutant General’s Corps (Royal Military Police) that year.

He qualified as a Provost Officer and investigator and undertook the routine junior officer appointments serving with 156 Provost Company (24 Airmobile Brigade Provost Unit), RMP Cyprus and 111 Provost Company (7 Armoured Brigade Provost Unit) including an operational tour in Bosnia (1997). His final assignment as a Captain was as Adjutant 5 RMP in Edinburgh.

On promotion to Major he was assigned as the Exchange Officer to the United Stated Military Police School in Fort Leonard Wood, Missouri. He instructed on the Captain’s and Officer Basic Career Courses, being made Instructor of the Year in 2003. He was awarded the US Meritorious Service Medal and the USA MP Order of the Marechaussee in Bronze. He then commanded 160 Provost Company before beginning his NATO career at the Centre of Excellence Defence Against Terrorism as a Course Director. He published several articles and edited a book on Homeland Defence and Terrorism (IOS Press 2012). He deployed on Op TOSCA as a UN Peacekeeper in Cyprus filling the roles of Provost Marshal and MA to COS. 

He served two tours as an Operations Planner in HQ ARRC (MP and JLSG planner SME) with a seven-month assignment to SHAPE to lead a team in the adaptation of NATO after the 2014 Wales Summit (he delivered the NFIU work strand). He then served 5 years at the Allied Land Command in Izmir as the lead CIMIC planner and was involved in two Multi-Corps Land Component Command certifications. During this time he deployed as the STRATCOM Advisor for the European Union Force in Bosnia (2019) on OP ALTHEA (Op ELGIN (B)). His final overseas NATO assignment was as the Exercise, Training and Lessons Learned head in the NFIU Romania. This overlapped with the Russian invasion of Ukraine and the activation of the Advanced Plans he has written in LANDCOM. His final duty was as the Force Development Officer back in the ARRC.

Julian has attended NATO School Oberammergau courses in Staff Orientation (2014), Exercise Planning (2016), Operations Planning (2016), CREVAL (2018) and Concept development (2024). He has also served on Land Planning Teams deployed from LANDCOM to JFC Naples and Brunssum.

He is PRINCE2 Practitioner and Management of Risk qualified and a is a full member of the Association for Project Management.

Julian has been married to Rachel Atherton-Charvat since March 1994 and was a keen sportsman (Hockey, Cricket and Rugby), now only as a spectator. He has a great interest in the Classical World and he and Rachel spend as much time at ancient sites as possible.
